My guess is that it will definitely change how documents are classified as "secret". Apparently 2 million people in the US have the right to classify documents. It's way too many. Just a few documents should be secrets, most of the documents released by WikiLeaks don't have anything shocking to hide.

I disagree. Robert Gates has to say that. After all he represents the US Govt. Reality though if you're a foreign politician playing what Kipling termed The Great Game how can you embark any longer on multi-nation strategies in the knowledge that your hand of Poker will be made visible to other countries.
